Buyout agreements (LPAs) allow departments to purchase directly from suppliers through existing contracts and agreements. LDCs are available to the State of California, County, City, Special District, Education, and other government agencies. COSTARS is the cooperative purchasing program of the Commonwealth of Pennsylvania and serves as a channel for registered and eligible local public entities (LPPUs) and state-related companies (all “members”) to use the contracts entered into by DGS to cost-effectively and efficiently identify suppliers who can do business. The objectives of this program are: NASPO ValuePoint The NASPO ValuePoint Cooperative Purchasing Organization (formerly WSCA-NASPO) offers the highest level of excellence in the awarding of public cooperatives. NASPO ValuePoint has awarded Carahsoft a cooperative purchase agreement for DocuSign, FireEye, Google, QTS Realty Trust, Salesforce, SAP, ServiceNow, Virtru Corporation, Virtustream and VMware products. NASPO ValuePoint is a contract available to all 50 states, authorities and educational institutions. The Department of General Services, Procurement Division participates in multi-state cooperation agreements for information technology (IT) and non-it goods and services. Cooperation agreements can be used by public and local authorities through California Participating Addenda. The Commonwealth Procurement Code provides member companies with the legal authority to make cooperative purchases with the Commonwealth. The Purchasing Code authorises DGS to conclude cooperative purchase contracts exclusively for the use of its members. DGS requires eligible LPPUs and state-related companies to register as members of COSTARS, and only organisations registered with DGS can purchase in the contract.
